ORG Rutherford County, North Carolina Title BIO Rhonda Owens, Information Technology Director, has worked for Rutherford County for 27 years in the IT department. She worked as a systems analyst, programmer, and Assistant Director during her years of service to the County. The last 5 years, Rhonda has been the chairman of the Broadband Team, which was created to oversee the distribution of grants funds from Golden LEAF, develop a plan, and implement fiber throughout Rutherford County. Rhonda manages two fiber networks in Rutherford County-- the School/Government network, which currently connects 21 schools, 20 government facilities, and the Emergency Services Network, which connects 16 fire departments, 3 EMS stations, and 3 libraries for a total of 100 miles of fiber. She also helped produce plans for a wireless backbone to support the Emergency Services Fiber Network, which enabled 60 Mobile Data Terminals wireless access across the county. A graduate of Isothermal Community College, Rhonda holds Associates of Applied Science degrees in Data Processing and in Network Administration. She is a Certified Government Chief Information Officer from the University of North Carolina's School of Government. Rhonda is married, has two children, and lives in Forest City, NC.
