A functioning Internet is a fundamental infrastructure. While universities and regional optical networks (RONs) may provision “backup” or “redundant” Internet connections, or assume an Internet outage will be localized or temporary, few consider how to operate during a widespread, prolonged Internet outage. While the community is addressing the risk posed by DDoS attacks, we haven’t sufficiently considered the risk of the Internet going down. This session will outline a set of strategies for mitigating an Internet outage (i.e., what does it take to build a lifeboat).
