Dave Kirby

ORG North Carolina TeleHealth Network (NCTN) Title BIO Current Activities Mr. Kirby has spent over thirty years in various roles involving innovation in the use of information technology in healthcare. He provides consulting in information security and privacy and emerging information technology as part of Kirby Information Management Consulting LLC. See KirbyIMC.com. Typical projects focus on working with healthcare organizations, consortiums, and their partners to:
1) develop and operate large grant-based programs involving health IT and telehealth 2) assess risk, policies, and practices for information security and privacy programs 3) perform strategic planning involving health IT, and 4) act an expert witness in cases involving health information security and privacy issues.
Career Mr. Kirby's career includes several positions of responsibility in corporate information systems. At Duke University Health System his roles included: Information Security Officer, TeleHealth Director, and Director of the Center for Information Technology Innovation. He is founder and current co-chair of the Academic Medical Center Privacy and Security Conference series. He served as the co-chair of the HIPAA task force for NCHICA (the North Carolina Healthcare Information and Communication Alliance) from 1999 to 2004. He is the current Project Manager for the North Carolina TeleHealth Network- a broadband network for health implemented statewide in North Carolina. He is a frequent speaker at national conferences and has worked on various state and national committees to develop health IT resources. He has authored a Security Toolkit for Small Medical Practices and serves as a Security Juror for CCHIT.
Academic Background Mr. Kirby holds a Bachelor's degree in Computer Science from West Virginia University and a Master's degree in Computer Science from the University of North Carolina at Chapel Hill. He holds the HIMSS/AHIMA CHPS certificate and the CISSP certificate from ISC2. He is an Adjunct Associate Professor in the, Division of Medical Informatics, Department of Community and Family Medicine, Duke University Medical Center.
