U.S. UCAN Policy Panel: R&E Broadband, Universal Service Programs, and Regulatory Considerations

Session Abstract

This panel of experts will address the wide range of federal policy and legal issues affecting the R&E community. The panel will address several Federal Communications Commission proceedings impacting the R&E community, including the Universal Service program opportunities involving schools and libraries, the Rural Health Broadband Program, and the FCC's recent proposal to address the needs of anchor institutions in rural areas. The panel will also address the BTOP Program, the proposed legislation to increase oversight of BTOP recipients, and funding for NTIA to administer the program. The panel will explore how these legal matters relate to the U.S. UCAN project and the expansion of service to the broader spectrum of community anchor institutions under U.S. UCAN. It is the goal of this panel to increase awareness about this converging set of policy, legal and regulatory considerations and thereby enhance the community's ability to develop a cohesive response to these opportunities and challenges as they unfold.
